I tested the thermostat and over-temp cut-off switches, and they both were working fine, with continuity. So I pulled the heating element, and sure enough it had broken. Received the replacement, reinstalled, and now the dryer is working fine.
Needed a flat-head screwdriver to open the access panel for the heating element (anything flat would do...some people like to use a putty knife). Screws for the heating element and bracket are 1/4" hex head; a ratchet wrench gave the clearance I needed to remove the bracket and tunnel containing the element, then a nut driver was easier to remove the screw holding the element to the tunnel.
It took about 10-15 minutes to disassemble, then another 10-15 minutes to put everything back together once the part arrived.
