Is there a problem with the element and if so what element do I need? Is this element suppose to cycle on and off? It is so hard to cook on with it cycling. It will cycle ever 4/5 seconds.

According to the website, part number W10178016 (AP4370049) is what I need (apparently works for MER7662WW1 and WW0). But when I opened my stovetop, I found that what was already in there was a burned-out part number W10169796 (AP4369304) (supposed to only work with MER7662WW2 and WW3). Which should I buy?
