Tested the power to the unit by turning on the cooktop portion and saw that I had power to all of the burners. Turned the selector knob to broil and saw that the top element would heat up. Easy fix. Both elements replaced while I was at it, so all new. Figured if one went the other was going to follow. CIRCUIT BREAKER OFF. Removed the back metal panel with my nut driver for the hex head screws. Note where the panel may slip under tabs for support. Remove slip on electrical connections on upper and lower elements. Took top apart to find out that the problem was just the lens for the light was broken. Come to find out that the lens is what holds the light in place.
