I turned off power and unplugged the touch panel ribbon cable. After restoring power and closing the dishwasher, it started running a drain cycle--this suggested the issue was the touch panel. I bought the part from AppliancePartsPros.com. Removed water inlet hose. Removed water outlet hose. Removed water inlet valve which was held on with one screw. Replaced the water inlet value.
