Based on feedback found on the internet, I knew it was either the control panel or control board. Ordered both and it turns out I only needed to replace the control panel. Really easy fix. Turned off the power, unscrewed the top 6 screws to open up the control panel. Removed the cover and disconnected the ribbon cable. The video on AppliancePartsPro is not for the part I ordered. After searching a bit I learned that I needed a 3/16" hex driver to remove the two screws that hold the assembly to the washer. After that it was easy. Just remove the two screws, take off the old one and attach the new one. Easy.

Figured it was either the capacitor and/or motor. Ordered both parts to be sure. tried changing the capacitor first; same problem. Replaced the motor (leaving the new capacitor in place). Unit now works fine. Overall an easy fix once you get the washer out and tip it on its side or top to get access to the motor area.

I bought the part from AppliancePartsPros.com. Removed water inlet hose. Removed water outlet hose. Removed water inlet valve which was held on with one screw. Replaced the water inlet value. Reattached both hoses. It leaked a little bit, so I had to put plumbing tape and really make it tight. Then the leaked stopped.

So I ordered the part he said was bad, the control board. He did not check the fuse. I ordered the fuse, the new board worked. I removed the new and replaced the old control board. Everything is fine. Thus, I am returning the board.
