I took apart the washer to find both of the weight balancers had broken in 2 and were banging around. They had also caused the boot seal to rip. I removed the broken weight balancers and replaced them along with a new boot seal. With all the bouncing around the shocks appeared to be done in but that was not the issue. The key was the balance ring. It had leaked all the fluid out causing all the beads to clump. This caused the drum to wobble wildly and not spin at speed. Getting to the ring to replace it is not a trivial task and took me several hours. Just remove the back panel, remove the hose clamp to pull out the old hose, put the new hose on, make sure the clamp is well centered onto the connection, and return the back panel. Make sure to insert the drain hose into the three plastic guides that prevent the hose from moving around.
