I unplugged the unit. Let the evap thaw. Measured with an ohm meter the temp sensor, defrost sensor and evap heaters. Defrost sensor measured completely " closed". Put sensor into hot water and ice, the reading never changed. Ordered sensor from AP PROS, got the part extremely fast, installed part, freezer was making ice in an hour.
I did a lot of online research, too.

I removed the shelves and the shelf holders, took the back panel off, loosened the evaporator. Removed the heater element and the thermostat. Re-installed the evaporator the back panel, shelve holders and shelves. Then I located the defrost timer in the refrigerator.

The refrigerator is on top and freezer on the bottom. First I cleaned the access cover in the rear of the unit but this didn't fix the problem. I removed the ice maker and panel inside the freezer. The coil was frozen solid. I took off the defrost thermostat and check the continuity and it failed this test. After ordering the new part I installed it and put everything back together. It is now working perfectly.
