Everything pointed toward a "relay" in the manual and online. It turned out to be that 3 of the 3 heating elements had broken wires. This was easily tested by connecting an ohm meter to the output (at the element) and by touching the other end of the meter to each inputs of the element. Mine were grey wires and this heating element had three different coils. The good one showed 27 ohms and the bad two were open circuits. I ended up replacing the element to correct the issue.
