The repair is easy. Two screws in the back hold the top cover - once they are off you need to slide the cover back and it comes off. The valve is right there where the cold water hose is connected. Disconnect the control wires / clamp and slide back the wire clamps / remove the two rubber hosed / remove the old valve (it is snapped in place - look at the new one to understand the snap mechanism) / install the new valve. The repair takes less than 10 min.

I replaced the water inlet valve. Apparently, the hard water in my house slowly deposits crud around the valves such at over time, the valve seals quit forming a tight seal when closing. This allows water to slowly leak through, even with the machine off.
I removed the top of the washer, disconnected hoses and wires and replaced the valve in fairly short order. This fixed the problem.
